Privacy issues with the HTML review draft

HTML WG,


The HTML Standard contains references to the Reporting API, a W3C 
specification that has not yet reached Candidate Recommendation (CR).


The Reporting API has multiple issues open against it, including one 
raised by PING. Noting that resolution of those issues could result in 
breaking changes, PING asked the HTML editors to add a warning to the 
HTML Standard, but the HTML editors have declined to do so [1].


In the absence of a warning in the HTML Standard, the proposal is to add 
a warning as an annotation on the W3C Recommendation based on the HTML 
Standard.


PING has asked the HTML WG for help resolving this, so your comments 
would be welcome, either here or on the issue on the WHATWG HTML repo [2].
