HTML5.2 milestone progress

1. Milestone: HTML 5.2 CR draft
- Due 9th June (17 days overdue)
- Progress 90% complete

We still have two issues outstanding preventing us moving to CR:

#829 (Hooks for IndexedDB), Alex
#560 (Port 'referrerpolicy' integration), Alex

#560 now has PR #954, waiting for an editorial correction before its merged.
