New HTML5.1 WD

Hello,

An updated WD for HTML5.1 has been released [1]. For convenience, changes
are noted within the spec [2].

The plan is to release another updated WD at the start of June, which will
likely be the basis for a CFC to move the spec to CR. In the meantime there
are plenty of issues where we'd welcome your help and guidance [3].
