CFC: HTML5.1 CR exit criteria

Hello,

The HTML editors and WP chairs propose using the following set of exit
criteria for HTML5.1, based on the public permissive v3 exit criteria used
for HTML5 [1]:

This is a CFC to adopt these exit criteria. If you have comments or concerns
about this CFC, please send them to public-html@w3.org no later than 27th
April 2016. Positive responses are preferred and encouraged, and silence
will be considered as agreement with the proposal.
