input type number

Creating the number type for the html input tag was useful, but it has a
drawback. There may be a case for entering a negative number into a forms
text field, but I can't think of one.  I will happily concede to any
rational need for doing so. Otherwise, I would make the case that the
number type should be restricted to non-negative integer values.
