I could. But please explain why a menu should be a 'nav' and
not a 'menu' ?

I recommend using a new 'type' value 'menubar' on <menu>
with a content model based on menuitems, each menuitem having
its potential popup menu specified through a <menu type='popup'>

Standalone application's menubar is not enough as a use case?
