The safest thing is a method that works in validating and 
not-validating xml processors. xml:id is such a method. Hopefully ID by 
reference to DOM4 will also become such a method.

W.r.t. speaking: Is there any movement w.r.t. making xml tools 
implement ID by reference to DOM4?
