in theory yes, I am thinking (aloud) about whether it may be useful to
restrict subline outside of a hx to header so header provides explicit
grouping

i.e. this is ok

<header>
<subline>subline</subline>
<h1>heading</h1>
<subline>subline</subline>
</header>

this is not:

<header>
<h1>heading</h1>
</header>

<subline>subline</subline>
