Looks like the Firefox behavior was based on 
https://bugzilla.mozilla.org/show_bug.cgi?id=606491 which itself was 
based on proposed changes to the spec that got rejected.  I've filed 
https://bugzilla.mozilla.org/show_bug.cgi?id=952982 to match the spec here.
