Whatever Hixie's orginal reasons were; i assume to indicate to authors
that something like:

<p>As <cite>Goldilocks</cite> slept, in came <cite>Papa Bear</cite>,
<cite>Mama Bear</cite> and <cite>Disturbingly Precocious
Anthropomorpic Baby Bear</cite>.</p>

isn't "more semantic" as nothing is actually cited; people are merely named.
