The CfC ran from Oct 12 to Oct 19.  Given the late arrival of this change AND the lack of any announcement,  I recommend we NOT include this change.

There was some difficulty getting the old removals back in, so it took some time. The final changes went fully in on Oct 18 last week. I don't know the exact dates of the CfC, but I'd say not.
