What is the action plan for Issue 204? (was Re: HTML-A11Y Task Force Consensus on Issue-204 (Updated))

Hi Sam, Janina, Jonas, Ted, and all,

It is unclear what the next step is for HTML WG ISSUE-204 and who is
responsible. The two meetings held today and recent correspondence
seem to indicate miscommunication.

Janina said she believes "we are waiting on Ted/Jonas proposal side".
Sam seems to be waiting for something from Janina "soon". What is
wrong here? Who is waiting on who?

Janina, what are you waiting for from Ted/Jonas? A statement that they
can live with the "May" language in Cynthia's v3 proposal [1]?
Ted/Jonas can you live with that? Benjamin already said that he
couldn't but hasn't produced a proposal.

Sam, what are you waiting for from Janina? Was your June 6 email [2]
to Jonas really meant to go to Janina?  Janina indicated that the WAI
Protocols and Formats Working Group and NOT the HTML accessibility
task force (they are two different groups[3]) would object to "should"
and "must" statements [4].

Can the HTML Chairs please put together a 204 action plan with next
steps, due dates, and responsible parties so we can get this issue
resolved?

Issue 204 has delayed the resolution of Issue 30 longdesc since
February. If 204 cannot be resolved imminently can we please resolve
Issue 30 before Issue 204? Others outside of the HTML working group
have been waiting on that for far too long.
