It is codec-independent -- it's only concerned with use of MPEG-2 Transport Stream as a container.
With that said, I would think that H.264+AAC combination would be a very frequently used codec combination used with this container.

Lately, there's been quite a bit of MPEG-2-TS-related activity in
Bugzilla. What is that about? Is it about transferring H.264 and AAC
in a live-streamable container? Or is it about actually transferring
MPEG-2 video?
