Checkers *must* validate that @cite contains a valid URL potentially
surrounded by spaces.

However, I don't think using @cite as an example here does any good.
@cite is a remarkably useless feature in HTML. With my validator
developer hat on, I have about zero interest in developing
@cite-oriented checking features.
