Just to point out that this can be achieved for DASH without modification of the DASH specification by defining a URN to identify the codespace for such tagging. Anyone can define the URN, so, for example, W3C could define "urn:w3c:html:media:kinds" for this space and then (modulo some details) would allow the HTML-defined accessibility tags to be used in DASH manifests.
