Take a close look at steps 2 and 4 of the process: http://dev.w3.org/html5/decision-policy/decision-policy.html#basic The practical effect of raising this as an issue is that those that wish to pursue this issue have precisely until February 23rd to answer exactly the question that Ian posed, and at no time is amicable resolution eliminated as a possibility. - Sam Ruby P.S.
