The only guarantee is that, failing amicable consensus, this issue will 
go to survey by Mar 22, 2011.  As long as work is actively proceeding 
either towards amicable consensus or towards clarifying and improving 
existing proposals, AND as long as there are plenty of other issues to 
be worked on, this issue is unlikely to be chosen.

While I said above there are no guarantees, my assessment is that it is 
pretty safe to assume that you have most or perhaps even all of February 
to work on this.  That being said, there likely are other issues that 
likely will progress in this time that you might want to participate in. 
  Issue 31/80 and Issue 122 come to mind.
