The default stylesheet section
(http://dev.w3.org/html5/spec/Overview.html#the-css-user-agent-style-sheet-and-presentational-hints)
is non-normative ("expected to be used"). However, the parts of it dealing with
the bidi properties - unicode-bidi and direction - are not merely
presentational in nature, but required for the correct rendering of the
document's content. They should be broken out into a normative section.
