To be more clear on this, the chairs consider the proposal at <http://www.w3.org/html/wg/wiki/ChangeProposals/BIUArePresentational> to be out of scope for the issue. ISSUE-144 was solely about the <u> element, but this proposal includes changes to <b> and <i> as well. We'll allow one week (until February, 24) for revisions or submission of a suitable change proposal. If there are still no suitable proposals at that point, we will move to close the issue without prejudice.
