[1] is covered by pre-last call bug 9098 which has the TrackerIssue keyword. http://www.w3.org/Bugs/Public/show_bug.cgi?id=9098 I wrote change proposals for it last spring [2] [3] for Issue 31 as it is in the same design space as the alt issue. Ian addressed it in his change proposal for Issue 31 in July [4].
