This is to formally submit
http://www.w3.org/html/wg/wiki/ChangeProposals/Map4NotAdom as a
counter-proposal for ISSUE-74. The proposal mandates a particular
resolution of ISSUE-105, and explains that it is only counter to some
parts of the accessibility task force proposals for ISSUE-74.
In theory the two solutions could be made to co-exist. The proposal
explicitly rejects that approach, because I believe that providing
multiple ways to add content required for accessibility will lead to
confusion, partial implementation, and therefore lower and slower uptake
by developers than would be the case if there were a single approach
explained by the HTML spec.
