The spec has been updated so that <figure> and <details> no longer use <dt> and <dd> to demarcate the caption and the body. Instead, <figure> now uses <figcaption> and <details> uses <summary>. This seems to be acceptable to everyone (the one objection to <summary> was withdrawn). Therefore, it seems there is no more controversy over ISSUE-83, and we should close it by amicable resolution.
