ISSUE-140 (conformance-terminology): Chairs Solicit Proposals

ISSUE-140 (conformance-terminology): clarify the applicability of the term "conforming document" in cases where "applicable specifications" had been used to augment or change the base HTML5 specification



Per the decision policy, at this time the Chairs would like to solicit volunteers to write Change Proposals for ISSUE-140:

If no Change Proposals are written by January 19, 2011 this issue will be closed without prejudice.
