I think that everyone essentially has close to veto power -- because 
we strive for consensus.  If we have to take a vote on a significant 
aspect of the spec., and there is 'sustained dissent', I think we are 
in a poor place.  So I don't think where we are now is as 
out-of-process as Ian implies.
