MSE timeline status update

>From the EME and MSE timeline [1]:

> Thu Jun 9: Last "substantive change"s [3] to MSE and EME

The MSE Editors met F2F today and discussed all the V1 open issues which are the ones requiring "substantive changes" to the MSE specification.

There are currently only 7 open MSE V1 issues remaining and they ALL are tagged with "needs implementation" which means the Editors have a proposed solution for each issue that they are now implementing.

We expect that the Editors will complete these MSE changes next week and that we will meet the above Jun 9 deadline.

The MSE Editors and Chair invite WG members to review the recent GitHub MSE GitHub activity to ensure that you are in agreement with the recent and upcoming changes.
