Automatic publication / Travis CI

I was looking at our Travis CI stuff (to understand what to do for
WebCrypto) and noticed that the automatic publishing is not working (the
TOKEN definition is missing in the CURL request).

However, I also noticed:
- the Travis CI checks run for all pull requests: presumably we do not want
these to trigger publication
- we're not checking PubRules - surely this should be one of the checks ?
