RE: [w3c/encrypted-media] EME registry: Add entry for MPEG-2 TS CENC (#106)

I wanted to bring this comment to your attention and using @boblund in Github does not seem to work. Please review the status of ISSUE-105 and let us know how you want to proceed and/or if you need any assistance in generating the necessary pull request.

#105<https://github.com/w3c/encrypted-media/issues/105> restructured the registry and its pages. Resolving this issue would involve adding a new entry and corresponding page to the stream format registry at https://w3c.github.io/encrypted-media/format-registry/stream/. It should be able to reference the "cenc" definition<https://w3c.github.io/encrypted-media/format-registry/initdata/cenc.html> like the mp4 entry<https://w3c.github.io/encrypted-media/format-registry/stream/mp4.html> does.

I expect that those interested in this additional format will discuss, generate, and work on a pull request. The issues I referenced in my first comment above should also be considered.

Note that this is not tied to the progress or maturity of V1. It is assigned to V1NonBlocking only as an indication that we expect it to happen in parallel and not be part of VNext.
