requestMediaKeySystemAccess will run specific steps if the incumbant 
settings object is not a secure context.

secure context is defined in 
https://w3c.github.io/webappsec-secure-contexts/#secure-context but 
powerful features is not listed the normative references section. I 
believe it must.
