Media TF Decision: MSE ISSUE-21 is a V.Next feature

The Media Task Force is issuing a Call for Consensus to decide that MSE ISSUE-21 is a V.Next feature.  This means that this feature will NOT be added to the current MSE Recommendation track specification [1].
