[EME] Spec updates published

I just published updates to address the 3 actions and 4 bugs assigned to me
during the last telecon. I also fixed the Copyright message to match the
FPWD.

Bugs fixed:

   - Bug 20691 <https://www.w3.org/Bugs/Public/show_bug.cgi?id=20691> -
   Make both createSession() parameters required.
   - Bug 20338 <https://www.w3.org/Bugs/Public/show_bug.cgi?id=20338> is
   made obsolete by the above change.
   - Bug 21977 <https://www.w3.org/Bugs/Public/show_bug.cgi?id=21977> - Swap
   isTypeSupported() parameter order so keySystem is first.
   - Bug 16857 <https://www.w3.org/Bugs/Public/show_bug.cgi?id=16857> - Only
   report MEDIA_ERR_ENCRYPTED when the application does not support encrypted
   content.
