[EME] bug action items

Per Paul's request at the last telecon, below are lists of actions required
for many of the open bugs. Most have at least one person who owns the
action or whose input is needed, but I encourage everyone to review them.

We need to somehow make progress on this important bug. Maybe we need to
document use cases that would require exposing parts of the life cycle
and/or events. *John, Adrian, *and* Mark* have all done work here. I know *John
and Adrian* have discussed this. Maybe they can own generation of a
proposal.
