At very least as fast as JIT compiled Java. Due to the severity of income gaps, A global standard cannot make the assumption that the user has access to a very powerful computer with a free core or cores for decryption. Many computers in developing countries are older models provided by charities, or low cost computers specifially engineered to a cost like the OLPC or basic ARM tablets and sub notebooks such as those widely manufactured in china. The language would therefore have to be highly memory efficient in its execution as well.
