Re: MSE new public working draft

I've published a new Working Draft
https://dvcs.w3.org/hg/html-media/raw-file/default/media-source/media-source-wd.html
and
verified that it passes the URL validator and Pubrules checker.

p.s There are 2 minor Pubrules errors about the stylesheet and logo URLs
because they are https instead of http, but I can't make Pubrules happy AND
have the document display correctly so I errored on the side better display.
