Bug ID: 24081
Summary: There may be use cases for calling update() in states
other than PENDING
Product: HTML WG
Version: unspecified
Hardware: PC
OS: All
Status: NEW
Severity: normal
Priority: P2
Component: Encrypted Media Extensions

Based on the discussion in Bug 21854, we need to consider whether there are any
conditions where we need to support an application calling update() even when
the session isn't in the PENDING state. This bug is to track this specific
issue so that we don't use Bug 21854 to track any life cycle issue.
