Summary of updates to MSE bugs

We've reviewed the current MSE bugs ahead of the call tomorrow in preparation for the meeting at TPAC. As suggested by Paul Cotton, we have divided the bugs into those that are predominantly clarifications and those that propose substantively new features. Our goal coming out of TPAC is to have agreed on which of these we will include so that a FPWD soon after will have the appropriate scope for members' IPR reviews.

Attached is a summary of the status of the current bugs for MSE.

Some of the bugs have been marked with the tpac2012 whiteboard tag. These are the bugs we wish to discuss at TPAC. If you're attending the TPAC meeting, please prepare to share your point of view on these issues [1].
