What's happened between your first and second email is simply that "Media Fragments URI 1.0 (basic)" has became a W3C Recommendation, on September 25th to be precise, see http://www.w3.org/TR/media-frags/ for the Rec version, and see also http://www.w3.org/News/2012#entry-9577 for the news entry. @Silvia, the WG is now in maintenance mode in order to publish erradata if needed until May 2013.
