"The following steps are run when a media element attempts the resource fetch
algorithm with a MediaSource object URL"
It's not clear at which point in the resource fetch algorithm these steps are
run. AFAICT, before step 4 (Perform a potentially CORS-enabled fetch) is the
only place that really makes sense.
