See, now the WAI folks have a lovely Last Call procedure in place: http://lists.w3.org/Archives/Public/w3c-wai-ig/2010JulSep/0068.html However, I realize that HTML5 is not at Last Call yet. Hopefully by the time the group is ready for Last Call, a workable procedure will be derived.
