Some of the features you are looking for are being worked on by the W3C Devices and Policy (DAP) WG.  See http://www.w3.org/2009/dap/  When considering"HTML5" you need to consider not only the work of the HTML WG but also the work of the WebApps WG and the DAP WG.

Can accessing the device microphone and camera be added to HTML5?  I've noticed other people asking for this on the web and it would be great functionality to have.  I've searched this news group with keywords: microphone, mic, camera, but haven't seen any results.  I'd sure like to hear what people have got to say about this.
