New proposal:

border - Explicit indictation that it benefits SOME MEDIA to 
         hightlight some or all table structures (cells, rows,
         columns, row groups, column groups, the table itself)
         WITH THE HELP OF BORDERS OR BY OTHER MEANS.

Justification for change: It seems that borders are particularly useful for
certain media such as print media, tty media (text terminals etc).
