Answer: Those text browsers that fully supports <table>. Via Homebrew (http://brew.sh/) I have installed Lynx, Links, Elinks and W3m. A test page with a complex table: http://www.w3.org/wiki/HTML/Publications Links, Elinks, W3m draws border. Lynx simply do not support rendering that table as table. Instead, it displays it as some kind of list.
