Related to fallback & survival is WYSIWYG authoring in Web-based editors such as CKEditor and TinyMCE. For some reason, some editors of that kind default to not render borders. In that case, it is often too complicated for users of these editors (which are often tied up in a CMS) to add border via CSS.
