Change Description:
none at this time - all changes were made since the bug was registered

Rationale:
The introduction of WebVTT and <track> with captions, subtitle, descriptions,
chapter support for embedded and external text track data, as well as the
introduction of the media controller that allows audio descriptions and sign
language videos to be synchronized to a media resource addresses the issues of
this bug.
