We believe that the spec is as constrained to the HTMLMediaElement as it can
be. The beginning of the abstract says: "This proposal extends HTMLMediaElement
providing APIs to control playback of protected content." We don't believe
there is any text that can be further added to the spec to constrain what
implementers can code into their user agents.
