Sorry for being slow, but I've now reviewed the spec change, it looks good! I
haven't tried implementing it yet, but if I did I would probably just implement
it as a flag on <track> elements on not a list, since the definitions seems to
exclude DOM-created and in-band tracks from ever being added to the list of
pending text tracks.
