We need to describe when the keyadded event is fired. This pseudo flag is used
to represent that case in the algorithm. This is consistent with the style of
the existing spec for HTMLMediaElement. Also, there are other locations in the
spec that specify the behavior of the CDM as is necessary to satisfy the API.
