Hello, I submitted this bug.

On a re-reading of both the text cited by Kenny Lu and the definition for
Boolean attributes, the Boolean status of the attribute seems clear.

I was apparently confused by the simple use case--invoking a download with the
existing file name--having the same syntax (i.e., |<a download="">|) as the
Boolean attribute syntax. I see now that |<a download>| can't work here because
it would have to be equivalent to |<a download="download">|.

I'll change the bug status to "INVALID."

(IMO, it would be less confusing and more powerful to have |download| be a
Boolean with the filename info in a separate attribute (e.g., |save-as|).)
