I'm not opposed to defining innerHTML and friends in another spec, but I'm concerned because the actual edit moved the definition of these APIs outside of the W3C entirely. Such a change is notable because it removes patent policy obligations from working group members in relation to these APIs. This protection is important to Microsoft as it helps ensure specifications can be implemented on a royalty-free basis. I'm aware that DOM Parsing and Serialization has since been approved for addition to the Web Apps WG charter and this may ultimately resolve my concerns. However that spec has not yet been published within the W3C.
