NOTE: For Webkit/Chromium/Trident, then "anything else"
includes user's attempt to override the encoding.
That is to say: When the BOM defines the encoding, then, the UA's Text Encoding
menu is either not available or without any effect (on the current page).
Please make sure that the spec requires the same.
