[Bug 14222] "render the text field with a useful width" doesn't describe the behavior of maxlength

OK, I just noticed that bug #9760 and bug #12781 are relevant. But yet "render
the text field with a useful width" doesn't describe maxlength's behavior. I've
changed the title of this bug as such.
